No, this is not him. This is Jim and Lois McCullough taken on a visit to Iowa in June 2006. Jim attended the 50th Reunion of his class in Iowa City and also visited his sister, Shirley and her husband Tom Kelly in Clinton. The photo was taken at the River Museum in Dubuque.

The final answer is, Maurie McCullen, shown here with his wife Meily. Maurie's mother was Helen Zerrien and she was also a swimmer of note. The following is her listing in the 1925 Clinton High School Yearbook:
